Default Wandering Monster Question

Was wondering if it's legal for two players not involved in a combat to play a wandering monster card and a monster individually. If I had the card in front of me I'd probably be able to answer my own question but for whatever reason I've never read through that one carefully and just assumed this could be done.

I guess it's not technically a trade, but I'm not sure if the wandering monster card requires that the monster come from the same person who has the card

No. The wandering monster card says "play this card with a monster from YOUR hand." That's pretty explicit.
