I'm used to art not making sense in role-playing books, but supposedly the art in 4E is supposed to be well integrated. So why does C31R07 launch missiles? This isn't described in his character sheet.

Alot about C31RO7's picture doesn't make any sence, but to answer your question, while it has no missle advantage listed, it does have the 'Innate attack: projectile skill.

What I wonder about the pictures I see it in is, well, for something living in a Buddhist lamastry, with any form of pacifism, it seems to be shooting alot of weapons, alot of the time.

It has a different definition of pacifism than you do.

Specifically, it has "Pacifism (Cannot Harm Innocents)", which means it can blast genuine bad guys all it wants.

And Buddha help you if C31 determines you're a bad guy... ;-)
