Alternate Morph advantage
So what would the Morph advantage look like if made with Modular Abilities? Looking at the guidelines in the Basic Set and Powers, it's a very limited set of abilities, so 4 points per slot. And if reallocating them takes 1 second per character points, that's 4 points per point of abilities. Use these to buy Shapeshifting. So to be able to shapeshift into anything with a point cost less than your native template would cost 4 + 15x4=64 points. Cheaper than morph, but remember that it takes 15 points just to rearrange your ability.
If you want more expensive templates, then the cost rises quickly and will exceed Morph before long. But for lower-cost templates, this may be an alternative.

It would actually be 7 per slot because you can morph into anything. Keeping the 4 per point is fine. Then you can also slap on limited to morph for -50% (DHMBWM).
So you are looking at (7+(4×15))×.5 = 34 points. Or go cosmic with same limitations plus PM for 4 per point. Making it 60 points and taking only a second to swap what you can morph into. |

I think it's still not flexible enough to be worth 7 points per slot, but that's a minor expense. Morph would probably be a limit on Shapechanger, not on the Modular Abilities, which will make it 7 + (8×4) = 39 points. Pretty cheap, actually.

Morph is basically MA with some inherent drawbacks but your paying a large upfront cost for the ability to change (Morph) in return for only 1 for 1 in granted traits (Pool cost). So it has a huge startup but is cheaper than MA at a certain point, just as Alternate Form has a lower starting cost but around 6 or 7 forms is more expensive than Morph. Other options are alternative abilities, which are cheaper than MA in the beginning but more expensive at a certain point. Probably point cost in a slot * number of multiples of abilities that add up to full cost.
