Default Modular Abilities Guidelines

So pg. 63 of Powers says that:

Cost per point in a slot should be 2 points if rearranging points is costly, slow, and subject to external interference;
Just how Costly and Slow should this be?

Looking at the other slot costs it seems that costly is between $100 - $1,000 per point. I haven't seen any examples of how much time a 2 pt per character point slow might be.

Are there any examples in printed material or does anyone have a good idea?

The Book-Learned Wisdom modular ability (p. DF4:8) is 2 points per point of abilities -- it's costly (you have to buy references), slow (two hours per point allocated), and subject to external influence (foes can prevent you from reading).

I assume that anything that might be done in combat time (seconds) is fast, and anything else (minutes, hours, etc.) is slow.
