I'd say to count as a hostile spectator sabotaging the ritual, you need to be able hear the magicians at least, probably within the same room, 50 metres at max. Any further, and you can't disrupt it - as an observer, I mean, you can still shoot at them...

You hold magical ceremonies in underground chambers and abandoned churches not just to avoid hostile spectators, but also to capitalise on some Plot Device magical aura sacred ground ley lines that give bonuses or something.
