Default Question: Promotional card "Cut in Line" ruling needed!

Scenario: Player A is in combat, Player B asks Player A if they want help (whether necessary for current perceived victory or not). Player A opts not to answer Player B. Player B has "Cut in Line" in hand (in this case, Player A was aware and is actively choosing not to respond to subvert the cards use/effects).

"Cut in Line" states: "[Please do not quote card text/]"

The question involves "[Please do not quote card text and please do not use red text.]" and becomes: In the game of Munchkin, are players required to respond when prompted by another player, or do they retain the free will to ignore questions (that have the potential to not make sense or are known to be traps)?

Later, another potential loophole was posed with Player A agreeing to Player B's help in combat with the stipulation that they receive no treasure (however, if that player has an Elf card in play, Player A is forced to give advantage to Player B in a "Catch 22" scenario, with the knowledge that "Cut in Line" is in the deck, all involved players can annoy or sow paranoia by asking anyone in every combat whether they want help). Theoretically, that can still be met with something like, "I will help for all the treasure," or any amount, still resulting in forcing Player A to affirm or deny aid. Player A could continue to ignore the question and re-pose their original counter proposal, but that still loops back into the initial question; are players, by terms of the game of Munchkin compelled to respond to questions posed in game?

To clear up one point: offers of help when a player is currently winning the combat are invalid and do not fulfill the conditions for Cut in Line. The player must need the help that is being offered. This is an official ruling on this card.

There is nothing in the rules about being required to respond to questions (or anything else).

BTW, you're missing one obvious possibility: if Player A decides to Run Away from the fight, Player B doesn't get anything because there ARE no Treasures from the battle.

Thanks Andrew, this was helpful! The "run away" option had not occurred, it still gives "Cut in Line" enough power to potentially nullify a combat, but I'm glad to have clarity on the "response" question.
