Default One Hand: what are the stats/effects/details of a 'grabber' anyway?

Greetings, all!

Basic mentions that at low TLs, a missing hand can be replaced with a claw, hook or grabber. What exactly is this grabber thing? How useful is it in noncombat situations? Just -2 DX? What's the price and TL? Etc.

I don't know if you can tell but the top picture in this Wikipedia Article on prosthetics has a grabber in it. The man's right hand is a type of grabber.

The one's I've seen most often are like two claws that can be opened and closed with an arm movement. I'd probably assign an even greater penalty than -2 for many of these prosthetics. A friend in college who had one was pretty good with his, but he had been using it his whole life. Still couldn't hold a pen or play video games or other hand-dexterous type things.

I'd assign penalties on the fly for this type of prosthesis. It's more useful than a claw or hook outside of combat, but probably much less useful in combat.
