As a question, having reread your post on UBs, one thing hugely confuses me

In one example, you propose giving points (in a form of Negative UB or something), to the guy who wants to play a mundane in a Supers game

In, you propose charging points with a UB for the ninja in the pirate game

This seems really odd, since both are 'The campaign is X, but, I want to play Y'

I think the difference is that in the first example he is basicly giving the guy points that would count against his disad cap in return for not having access to cinimatic skills/ and supernatural/exotic advantages/disadvantages during the course of the campaign until he buys off that disadvantage.

In the second case the player running a ninja in a pirate game would presumably gain access to various martial arts flavored cinematic skills/advantages that would not normally be available to a normal pirate in that game verse. Its essentially proably a low cost unusual background for access to some ethnic cool abilities.

There's also the fact that people without superpowers are NOT at all unusual in most superhero worlds. Not only are the vast majority of NPCs in terms of civilians, cops, supporting cast, etc., all they're not even all that uncommon, at least in theory, among the costumed crimefighting set. Conversely, a ninja would be fairly unusual in an Age of Sail pirates campaign, at least one set in the Caribbean and West Indies as opposed to the South China Sea.

Unusual Background is about how uncommon the character type or trait(s) are within the setting, not among what the GM is thinking of as typical PCs, so even in a game where the GM was thinking in terms of a bunch of Kryptonians, if there are only a handful of them in a world populated by billions of Jimmy Olsens and Lois Lanes, a non-powered PC should not have to pay an Unusual Background cost.

Now, the old alternative comic Normalman might provide a counter example, but even in that case lacking powers had no real utility.
