Default Brain Teaser (Zombies) and Wandering Monster

Is Wandering Monster or With a Big Whistle card returns in owners hand afrer using Brain Teaser?

Brain Teaser says 'all other cards are returned'. So yes, both of those cards would go back to their owners hands.

With a Big Whistle would be a monster enhancer for a monster that was still in the combat, so it would be returned.

But, why? Is it play on Monster or is it play in combat? No. It's play during a combat. So, why With a Big Whislte considered a Monster Enhancer?
