Yes. Switchable is intended to let you pass as someone without the advantage. If all you can do is avoid the logical drawbacks of an always-on physical ability . . . well, that's the default situation for an advantage. Anything worse is Nuisance Effect or similar.

I think this is the close to reason people are questioning this, is not the concealibility issue, but the fact a common story element is trying to manipulate thing with out you claws getting in the way. like the ability to hold a piece of paper with out tearing it, or a cat's ability to "bap" with their paws with out scratching.

So basically:
  • Switchible Claws: Wolvriene
  • Normal Claws: Feline
  • Always-on: Edward sizzor-hands

Exactly. You need an X-ray to spot Wolverine's claws, eyes to spot a cat's, and body armor to avoid dear Edward's in a social situation.

Edward's more than just nuisance effect...
Though I suppose you can do a lot with disads, Ham-Fisted, Bad Grip, Supernatural features, etc, still seems -5% nuisance doesn't really cause all those, it just gives you a reason to take them.

I said Always on 8) which is -20% physically inconveinet... though edward might qualify for -40% dangroush to the him

No, this is a misunderstanding. "Always On" is a -0% limitation for Claws. It's the default condition. GURPS Powers is very clear about this. Kromm did not agree that it was a limitation -- he was agreeing with your comparison of the states.

If your Claws are always on and this causes you to hurt people and be unable to open soda cans, etc., then add in Odious Personal Habit and Ham-Fisted. It's not a limitation, but it's worth much more than just a limitation would be. Buy the disadvantages.

Nuisance Effect amounts to a reaction penalty: "OMG!!! BIG FREAKIN' CLAWS!!!" You'll want disadvantages for all the other stuff.

Of course since GURPS 4e is defining people as only having hand manipulators, this is a perfect excuse to buy No Fine Manipulators as a disad.
