Default Forcing retreat of a multi-hex figure

Does anybody have an example of forcing retreat of a multi-hex figure?

If you surround a 14-hex dragon with enough Prootwaddles to force engagement then a few of them are going to put at least one hit in without taking any hits themselves that round.

This reminds me of Shield Rush.

A smaller or weaker creature can never shield rush a giant.

I envision your dragon just sweeping his tail and taking out the prootwaddles.

I would think that a multi hex creature gets retreated only if:
1) It did no damage that turn to any adjacent creature
2) at least as many creatures did damage to it as are required to engage it

Kids vs parents wrestling. They have a lower center of gravity, tip the Dragon over, jump on him and start tickling till the Dragon can't breathe (fire) anymore and says uncle. He's now the region's guardian. Dragon loses 1 Int per year and starting to cry "Proot! Proo-ooot!"
