Default How to - on a power

How do you remove heat from something? Basically, I'm working on a Alera Codex campaign and one of the furycrafting powers for fire is "removing heat"

Example: In the 2nd book, dude was able to remove heat from Water essentially causing it to Freeze.

How would you translate this into a power?

Temperature Control or, if you want to do damage, Burning Innate Attack (No Incendiary Effect) which I think is -10%. There's some dispute on how to do freezing damage on the forums. Dungeon Fantasy makes one quick reference to sudden cold doing burning damage but some people prefer toxic damage.

You can also do a Fatigue Attack with a Hazard enhancement so the victim can only recover the FP by treating it as lost to Hypothermia (so no energy drinks or such).

Depends what he does with the freezing water.

Temperature Control for just cooling or freezing water with little to no combat effects. Create (Transmutation - Water to Ice) for other mostly noncombat effects such as freezing a lake so people can walk across it. Fatigue Attack or Affliction for inducing hypothermia. Burning (non-incendiary) or Toxic Attack for actually freezing tissues. Binding for trapping enemies in ice. Crushing Attack, Wall for raising a wall of ice. Crushing Attack, Explosive, possibly with a serious Armor Divisor, or maybe Tunneling, for the old trick of freezing water that's distributed in a structure like a wall or gate, causing the structure to crack and crumble.
