Default Gear Fear and wandering monster

Last night we had a player winning combat with a non-gear monster. In an attempt to get him to lose, a gear monster was wandered in. The player was able to play a one shot to regain the lead and ready to declare victory over both monsters at which time I played Gear Fear on him.

Is the wandering monster card and/or the wandered monster returned to the player who played them?

Edit: While reviewing older forum posts I stumbled onto discussions for the card Restraining Order and its effects on wandering monsters which suggests they would stay in play. If you could explain how this scenario would properly play out we would be grateful.

Yes, the wandering monster and the monster played are returned to the player who played them.

The post about restraining order that I think you're referring to seems to just be incorrect.
