does the level also effect what spells can be learned?
I've seen this before but there is no roll to learn spells generally. Certainly not if you spend cp on the spell. You pay the price you get the spell.

After you "learn" (i.e. buy) the spell you get the spell at a level of your IQ+Power Investiture -2 (unless VH). When you attempt to _cast_ the spell this is the number you need to roll less than on 3D6. Just like it was a Skill (which in most ways it is).

This roll to cast is the number Power Investiture (or Magery) is adding to and there really isn't much of any other use to confuse it with.

You "learn" a spell when you add it to your sheet, so it adds to your skill level with that spell.
