I think the basic point is more about being able to specify and target more and more specific sub sections?

I agree if you don't what to accidentally punch the shin then yeah aim for the torso at -0 and hope the GM's using common sense if using the random location rules.

(but I think Ransa is thinking more in terms of wanting to punch the leg and avoid hitting the shin at the cost of a penalty)
