so far what i'm thinking is find a city generator online and generate the city that way. the first phase of gameplay will consist of the players grouping (and finding a map) and then selecting a location to build their base. the bas could range from an isolated mansion to an apartment block to a sky scraper. they then (2nd phase) collect materials to entrench their position and build their Base of Operations.
i am debating weather the should be limited to certain fortification types (limited by the blue prints they have access too) or allowing them to develop their own blue prints.
