Can you get it up to enough speed to start hydroplaning? Top Speed increases drastically as long as you can reach the planing threshold.

No. It needs to have about 12,000 lbs. of thrust for that. But, more engines increase weight, fuel required, etc.

The problem with flying boat takeoffs is a known issue with Vehicles and the systems derived from it. For a historical vehicle, best you can do is "can take off with a 25 mph head wind" with the WWII rules.
