Should having the plane up on skis help with the hDrag more? Suggestions?
Can you get it up to enough speed to start hydroplaning? Top Speed increases drastically as long as you can reach the planing threshold.

No. It needs to have about 12,000 lbs. of thrust for that. But, more engines increase weight, fuel required, etc.

Uh... afterburners or nitro? @:-)
What about increasing hydrodynamic streamlining as well as aerodynamic?

The problem with flying boat takeoffs is a known issue with Vehicles and the systems derived from it. For a historical vehicle, best you can do is "can take off with a 25 mph head wind" with the WWII rules.

Well, I was trying to stick to the design parameters given by the USN in Brandon's reference. (Yes, I know I am creating my own roadblocks:). I could add afterburners, but they are not specifically mentioned. I also thought about treating the skis as hydrofoils, instead.

Mainly, I suspect it is a problem of weight. A different website on the USN project discusses a weight of 12,000-15,000 lbs. It was hard to keep the design that light.

One other thought was to drop "Submersible" from the body type. That would cut Body weight by 1/2 and reduce body size (also reducing weight). Since nearly all of the vehicle floods when submerged, does this vehicle quality as "Submersible" as described in the Vehicle system?
