tough -> not mook is not equivalent to not mook -> tough

I actually wrote up a disadvantage based on average HP buyoff, based on maximum ST of either 20 or 25 (can't remember which) where basically you sell back 1 to 24 HP (averaged 12.5) for an average cost of [-25] plus the equivalent of Fragile Unnatural and called it [-75] points...

You're confusing "Berserk, high HT creatures are not mooks" with "the only not-mooks are Berserk, High HT creatures".

These are not exclusive sets. The only thing exclusive is that the psychokiller monsters are NOT mooks. There's a whole crapton of not-psychokiller things that make great not-mooks as well.

I do not use the mook rules, but I use drop at 0 hp a lot.

The book is written to work if you're using that mook rule or if you're not using it. Who is a "mook" is really up to you. We even give specific advice about the mook rule with the Dinomen, who come in hordes. But who is a mook depends on the GM and the players. Generally, if you need to use them in hordes just to threaten the PCs a little bit, they're mooks. But it's still an optional rule, and you see above that I don't quite use it as written myself.
