What you're describing is what Psionic Powers codified as a "psi technique," and Owen has indicated that he doesn't like those.

What's unfortunately here is that psi techniques are fairly fundamental to the Psionic Powers framework, so disliking the former will obviously lead to disliking the latter. To avoid that, I'd recommend using the Basic Set rules for psi, which don't use skills and techniques, just Talent. (I realize this is probably belated advice, but something to bear in mind for your next campaign.)
