And does he have a Nazi counterpart, whose mission is more ... unpleasant?

All of these are for you to decide on your game.

Although the idea of the Tea Trolley Guy as Santa's Irish American cousin is lovely.

While tracking down the Crown Jewels of England after Parliament's sale of the same the PCs are kidnapped and taken to Mars!

Mars in this Q4 world is Terraformed although the telescopes of 1649 can't detect this. Ancient robots from another star system seem to be both making Mars habitable and bringing 17th century Earth lifeforms to settle there.

The PCs will need to find the robot command center, travel Mars to get there, avoiding hostile people and animals to do so, and find a way to communicate with the Robots to return to Earth.

This parallel has Path/Book magic and is a cinematic adventure world. Mars has a European climate, think southern France near the equator and Denmark near the poles. Most coastal areas are like Kerry in Ireland or Quimper in Brittany, Although some are much colder. There are rough half-built human settlements around the planet. The ethnic groups seem to be randomly scattered. An Irish village might be near a Lakota or Japanese village, a Chinese village might have Italian or Somali neighbors, roll dice and have fun. None of these communities are more than seventy years old.

Remember, the PCs prepared for 17th century England, they're equipment should reflect this.

In Echo 1929 a dump site for bodies slain mob execution-style has been discovered outside Chicago. Alarmingly the freshest of the bodies bears an uncanny resemblance to Alphonse Capone. Currently the real local Al Capone is attending a mob meeting in Atlantic City.

Your mission should you choose to accept it, is to take the fingerprints of the corpse and compare them those of Homeline's Al Capone. If they match then you are to break into the state police's fingerprint repository, and switch out the fingerprints they took with a random set. Al Capone is about to to be arrested for the first time for carrying a concealed weapon. Once that happens his fingerprints will be on file and can be compared to those of the corpse. Then send someone in to identify and claim the body.

After you perform the cover-up your next job is to try to disable and capture the world-jumper who is concealing his murders by dumping the bodies in another world than the one he lives in.

Minor nitpick but "Infinity names echoes based on the number of years the echo’s local present lags behind Homeline"

For example "An echo with a local present date of 1776 would be Echo 251, or 251 Minus (both names get used interchangeably), since 1776 is 251 years behind Homeline’s present date of 2027."

Echo 1929 would be a reality 1929 years ago from Honeline's present or 98 CE assuming a present of 2027.

Variations:
There is no world jumper per se - instead it's a chronozoid of some sort. Some kind of creepy mimic type thing that roams the timelines finding violent locations to hunt in sounds good to me. Bonus points of it's a possessing entity like Jack the Ripper from classic Trek's "Wolf in the Fold" episode.

The world jumper(s) are Centrum or Cabal ops laying a trap for the Infinity team. (Or not, and the Infinity team is going to spoil some plot by accident.)

It's not a world jumper but a natural cross-time effect that some local gangsters in the other time line are taking advantage of. They don't know about any cross-time stuff, they just know that if they chuck the bodies in that particular spot, the corpses never show up again. Probably an old Indian burial ground or something. (I think this'd be a good start to a campaign, where locals discover a localized crosstime effect and either run afoul of or are recruited by Infinity.)

The Tea Trolley Guy -- hmm, a good name, but it might be worthwhile to point out what a Pleasant chap he is -- might be a Púca. Or possibly a proper Fey being.

I imagine that the opposite of the TTG is someone who goes around making sure that lazy, incompetent, and malicious officers find themselves in just the wrong place to get a needed lesson, demotion, or in the worst case, munition.

Her name is Nemesis. Her symbol is a wheel made of applewood.

In this Q6 echo of Homeline, a mysterious figure is showing up across the battlefields of WWII in the year 1944. He only shows up in places where American troops might plausibly show up. And he always announces himself with the friendly cry of "Tea Trolley!"

The Tea Trolley Guy always looks like a fairly stressed and tired US army man in a somewhat the worse for wear uniform pushing a large cart for serving hot drinks and sandwiches ahead of him. Physically he's described as tall with dark hair, blue eyes, and fair skin, with an accent somewhere between American and Irish. The Tea Trolley Guy is also said to be youngish, good looking, and strong. Because of the tea trolley he pushes, or rather the places he shows up pushing the trolley, he's assumed to be either superhumanly strong or the most stubborn man on Earth.

The Tea Trolley Guy always feeds allied soldiers, civilians, and PoWs, good food, and a variety of beverages out of his trolley. If emergency medical supplies are needed or a spare piece of equipment is needed he always just happens to have what's needed and can spare what those asking need. He seems to know many languages and can always translate between locals and troops or between different groups of troops. No one ever remembers seeing him come or go except children and they can't really say how he came or went, But they love the American candy and comic books the Tea Trolley Guy leaves for the kids.

When asked details about what he's doing, the Tea Trolley Guy always says with a shrug that it's a new morale-building program of some kind or other. He claims to have no details.

The various allied militaries assume that the Tea Trolley Guy is suffering from some new kind of combat fatigue and want to arrest him so they can give him medical treatment and medals. The Axis wants to shoot him yesterday. Many a refugee he gave food and medical supplies to wants to have him declared a saint.

Meanwhile, the Cabal is freaked out. What is this Tea Trolley Guy? They assume he's a local supernatural being, perhaps an Irish fairy being who spent time in North America. If the PCs are young Cabalists they've just been sent into the battlefields of WWII to find someone they know nothing about and might be far more powerful than the PCs.

If Homeline or Centrum agents are sent on the same mission, they know much less.
It's been pointed out to me that I failed to make clear that this campagn seed is meant for a certain type of Cabal PC. That is to say, snot-nosed Witch-kids who think they are all that and a bag of chips. The setting, a pretty much normal WWII setting, is highly dangerous and hard to get around in. More than enough to humble an arrogant mage.

Sounds like a god trying to help but in a way that flies under the radar of the fates or pantheon.
Or just a spirit of confusion/imagination trying to spark novel thoughts in people.
