My only issue with this is that it uses half the value of the lesser point character. This neither seems thematically appropriate (often fusions are greater than the sum of the parts), nor game-friendly (we have to make another template?!). It seems like it would be easier to just combine character sheets (with advantages taking precedence over disadvantages that affect the same thing; Dark Vision would take precedence over Blindness). This is especially an issue with the ability to Fusion with anyone.

A 750 point character is more than twice as good as two 500 point characters (they do not have to buy exceptional attributes twice). A 700 point character is probably comparable to two 500 point characters.
