Default Innate Attack: only vs x enemy?

Hello forum,

What sort of Limitation would apply to an Innate Attack (or Affliction) that only targets a particular type of enemy? I'm thinking about a sort of Holy Smite paladin type ability to kill undead with.

It's usually 20-30%, as in "Not against Women" for an attack that only affects men or "Not against non-demons" for the canonical Smite power in Divine Favor.

Check Accessibility - the exact number depends heavily on the setting. Normally working against half of all possible opponents (such as a gender) is -20%, while a very rare opponent is -40% or -50%.
