I get the following error message when I try to create a new character using a new datafile I just created.

When posting data, please post it within [code] tags, which is the # symbol on the edit toolbar here. That will help reduce the messed up formatting from the forum software.

Also, I'm going to need to know more. What other files are you loading? Is that the entire file?

If I paste what you posted into a file with a proper header, and load that file after Basic Set, I seem to be able to create new characters just fine.

If you're loading *only* that file, that's your problem. There is a lot of stuff defined in Basic Set that is required, and you must either copy it into your file, or load Basic Set also.

Some blocks completely replace other blocks, so you should not include them in any file where you're not also setting them. This includes: [BASICDAMAGE] and [CONVERTDICE]. Remove [BASICDAMAGE] from your file, and you should work again.
