I tried asking this in the kickstarter thread a couple of weeks ago and got no reply:

What happens if bad stuff says to give a card to Poison Ivy and you are Poison Ivy? What happens if Poison Ivy is not in the game?

Obviously, same question for every other villain.

When you have a Bad Stuff that doesn't affect you, for game play purposes, you suffer the Bad Stuff, but nothing really happens.

Bad Stuff happening, but not actually having an effect on you is simply luck. A bank error in your favor, so to speak.

If you are the villain or that villain isn't playing, then nothing happens and you move on.
