Though it still runs into problems of "Why didn't they suppress other problematic technologies/social changes?". Active suppression is really only possible if the suppressing entity has force supremacy.

I would tend to assume passive suppression, such as my fire elementals idea -- i.e. it's not that there's successful suppression, it's that technology imports don't really work, for one reason or another.

The fire elemental crackheads is one of the standard explanations for preventing gunpowder on Yrth, you'll see hundreds of references to it throughout the forum, like this:

Mind, I also recall some novels/short stories where fire elementals, gremlins, demons, sprites, etc., prevent the use of gunpowder and other technologies.

Not that I can remember the name of them off the cuff...

I like the idea of using fire elementals, gremlins, etc along with active supression by the High Guild and its pawns.

Yep. Me agreeing publicly that some GURPS rule or even entire book isn't perfect for me isn't a dig against Steve or the authors of the rule/book, and isn't a hint that I'm seeking proposals or discussion pertinent to a revision. It's just, you know, an opinion. I'm allowed to have those. Steve is a great boss that way. GURPS is a corpus that spans hundreds of volumes for four major editions, written by dozens of authors over a period of 22 years; it's unlikely that any two of those involved will ever agree on everything.

If you don't have Missile Shield to protect you from the fragments maybe but the concussion of a blackpowder grenade runs about 2D. That's less-than-lethal if it falls between your feet.

It's _fragments_ that make explosive weapons really dangerous. For someone who can ignore the fragments you have to start talking about MOAB-scale things.
