Odds are catnip is biologically active in some way in most animals, it's just the exact details are basically unpredictable from species to species.

It does in humans too; anything with a significant flavor is having a pretty significant biochemical effect after all - it binds to taste receptors; and it's apparently a mild sedative. It's also an attractant to several kinds of pollenating butterflies, and repulsive to various other insects like cockroaches.

That 6,5 bicyclic ring, particularly with the fusion on the 2,3 positions relative to a major sidegroup or heteroatom in the 6 ring, is a really, really common element of all kinds of bioactive stuff. It's half the central structure of steroids for example. There's no shortage of biochemical paths it could act on. It's just guessing whether the net effect is interesting flavor, euphoria, stimulation, cancer, the most horrible smell you have ever encountered, or lethal collapse of blood pressure is a crapshoot.

Though in the case of catfolk, the reason catnip works on them is because the law of similarity says that creatures that resemble cats are affected by things that affect cats.

Yeah, DFRPG is the world where a barbarian can have more HP and DR than an Allosaurus. Science not included.

What kind of brewing could catnip be used would, would it be a Hops replacement for Catnip beer, or it More be Wine?

Probably something you add after brewing; it's an herb, not a fruit or grain.
