If he DAs or Feints to get around Bad Guy's defenses, no only does Bad Guy get to apply his own evaluate bonus against this but gets to use his bonuses on his next turn versus Good Guy who now has no bonuses left to counter with. I guess Good Guy could start to evaluate again on his 4th turn, leading to a stand off of sorts.

He can choose to attack or he can continue to Evaluate. Nothing forbids you from Evaluating for hours, if you want. Your bonus just doesn't get any higher unless you have special Perks for that purpose.
