For Germany, I'd use a permanent member of the Technisches Hilfswerk - basically, a super-powered rescue worker. He uses a similar "uniform" as other members of the THW - not much to look at, but practical, and he does get a cool logo.
He would be using his real name while on the job - the German government, and other Germans, probably want to make sure that he is seen as an "ordinary person who just happens to have superpowers and likes to help others" instead of an "Übermensch" (for obvious reasons). But he will probably be called "Der Hilfsarbeiter" or something like that by the media... For the German government, this guy would be a major PR coup. The hidden message would be: "While other national heroes are prancing around in spandex and doing lots of photo ops, our guy is out there helping real people." And since the THW is seen apolitical, he is far more likely to be invited to disaster zones than national superheroes with more branding. So every time there's a large-scale disaster in the world and the THW is invited to help out, Germany gets great PR since the media will also congregate on the scene.
