Note that Charms are probably general perks and therefore you normally can't have more than 1/25 your Point Value.
I don't think they are Magical Perks, they don't appear in Magical Styles and it also doesn't make sense that you would need to spend points on spells to have the trait that lets you cast spells without spending points on spells... |

Charms are interesting because they allow characters who do not want to be dedicated mages to cast higher-level spells. You still need Magery 0 though to cast secular spells in normal or low mana areas, so Charms are best for Magery 0 characters that want to exceed their potential with a single spell. For example, a doctor with Magery 0 might learn Minor Healing through her Magery 0 and Healing Slumber through Charm.
