Default Bioroid production cost

Salutations!

I'm a little confused about the cost of bioroids being based on the template point total. I can see how it would make sense from a game balance perspective, but in-universe, limitations are often at least as desirable as advantages, possibly more so: Unless it's a soldier, you'd want your product to be averse to violence (Pacifism); you'd want your pleasure models to be Lecherous, and so on.

Wouldn't it make more sense to balance the desired traits against the undesired, and apply that total to the base cost? Sure, you could always say "this highly welcome trait was completely accidental and unforeseen by the designers, I swear" to keep the costs down, but a) I'd call shenanigans and b) that's just fluff text anyway.

Speaking of, I have never seen any level of Pacifism on any bioroid template, nor have I found an explanation of why it's not there. Can anyone enlighten me, please?
