We aren't at TL10 and drones aren't yet a basic part of warfare that everyone must know how to use.

I'm assuming that drones without sufficient skill to outperform a human Forward Observer will be cheaper than those with such capability. It is therefore likely that in cases where greater coverage is desired that dumb drones would be sent to recon, to be taken over by telepresence link when they found something.

A flying bot with high skills isn't going to be as disposable as something that just allows humans to use their skills. And when dropping bots from orbits, disposable is good.
