Curse! Impending Doom

I just bought Munchkin 8: Half Horse, Will Travel and I must say I LOVE this curse. I've searched old questions on it, but have questions that do not seem to have been asked. Here goes:

The spirit of the card seems (to me) to be that the player who has been cursed has no idea when or how the next curse will come. Reading the card, however, it seems that the player who has been cursed may still exercise some control over this situation.

1. Can Player A throw a Curse on Player B while under the cloud of Impending Doom,
2. and if so, does that remove the Impending Doom from Player A
3. even if the curse has no impact on Player A? Example: Player B loses footgear, but Player A has no footgear to lose.

Personally, I'm hoping the answer to #1 is "No", making 2 and 3 moot. But the card doesn't state such a restriction.

In my opinion, this ruling makes this curse less impending, less doom-y, and less fun.
