Summon Scout is quite effective. People who might complain that it's not uber effective do not understand how increased effectiveness equals higher IQ. All IQ 8 and 9 spells do have limits. Magic Fist is less effective than Fireball, Lightningbolt, or Wizard's Wrath. Still effective, but not as good as other Higher IQ spells.
Want a bird scout? Make it higher IQ.

Higher IQ spells have in general less arbitrary restrictions and are more flexible. Any 32 point fighter vs a very specific wolf.
Your Summon Wolf spell fails as the wolf is currently being summoned someplace else.

id guess it has something to do with a lower number of bones than mammals, or the fact that avian bones are structurally different(hollow sections and no marrow)

I understand that. But the spell is called "Summon Scout" not "Summon Small Mammal." I'm trying to understand why the specificity of mammals. Is there something about mammals that makes them more suitable scouts than other small critters? It isn't like small mammals are somehow less capable than the others; bats even offer aerial reconnaissance. The mammal restriction seems completely arbitrary to me.
