Or they could attempt basic survival behaviors and make an effort to resist dangerous routines? This is something they do only once a year. In that period mustering up a little originality isn't asking a lot.

If it's a big city where the mere fact that someone is dying every Halloween does not constitute a pattern, it's actually more risky to mix up your killing methods The most dangerous things for an organized serial killer is the possibility that their victim will survive and escape or someone will notice the killing before he's clear. Change your method every time and basically you aren't developing any actual skills. You're a rookie every time with all the amateur hour screw-ups that implies. Your best approach to not being noticed is to find a nice quiet place to dump the bodies and just leave it as mysterious disappearances.

Pretty much how serial killers tend to succeed in real life. Most people are lazy though, dumping a body within 10 miles of the murder, if they even bother to move it.

One of the things to remember about Vow is that it is one of the more useful sources of behaviour for the Pact limitation and the Power Modifier based on Pact.

While the other self-imposed mental disadvantages like Sense of Duty or Code of Honor can also fill the role, Vow can better describe an agreement of behaviour with another entity. Most of the other self-imposed mental disadvantages imply that you'd behave that way without such an agreement.

The longer you hold onto evidence, the more time and ways there are to be caught with it. Moving bodies lessens one risk but increases another.
