I would price Combat Reflex without defense bonuses as 5 points. I can't see many people paying more than 5 points for it, and it's much more powerful than a perk.
Unless you want to encourage the PCs to be week to surprise attacks, you shouldn't charge more than 5 points. If you think 5 points is too cheap, you can also drop the Quick Draw bonuses. |

Yes, I know. It's not an AA, but I think that's the most fair way to price it.

My house rules creates Combat Discipline, which offers everything except the Active Defense and Fast-Draw bonuses. It costs [6] and upgrades to Combat Reflexes.
It's mostly meant as a stepping stone for people gaining it in play, and to allow non-fighters who can operate under combat conditions.

Interestingly, DFRPG doesn't have total surprise at all. Unclear if that's supposed to be a rules change, or just an observation that you're never really not expecting trouble while in a dungeon.
