Default Discarding from hand or table when it's not specified

While playing Star last night, someone had the Garage Door Opener and wanted to discard 3 cards in order to keep it.

Is it ok to discard from the hand, or combination of hand and table, to satisfy cards like this that don't specify or don't fall under another general ruling, such as hand being protected unless against a curse or bad stuff that specifies, or a class power that doesn't specify hand or table?

If all it says is that you discard 3 cards, then hand and table are fair game.
