Default Trap! Cold Iron

"Trap! Cold Iron" says that if a player next to you is Changeling, you may have the trap hit HIM.
1) Does "next to you" literally mean "a player whose turn is next" (i.e. the person to the left) or both your neighbors?
2) If a Changeling next to you wears Magnificient Hat, will if reflect the Trap?

"A neighbor" means to either side, left or right.

If it is card is shifted to the owner of the Magnificent Hat, the rule on that card would work.
