Probably. However, after re-reading powers there is an even better enhancement: independent+70%. It both eliminates the problems of a critical failure, AND eliminates the penalty for people already under your control.

So Mind Control:, Malediction+200%, Long-Range+50%, cosmic doesn't need to clearly perceive the target+50%, must call over phone -20%, permanent +150% independent+70%

Yes it needs Independent, since you aren't given constant commands, anyway.

Instead of Permanent why not Cyclic with Resistible?

Because at a cycle time of a day, not even one resistance roll will be rolled before sleep takes over. At an hour then its a +25% and you'll need 12 or more cycles for this power. Plus something to increase duration. Which... costs more than permanent. (And its not technically allowed either.)
