Oh, you might also adjust the ST damage tables, but for example if you're using Know Your Own Strength, a ST of 15 is a BL of 63, and it's pretty reasonable that being 3x as strong matters..

As a way to differentiate ST without +1 damage per level, one easy option is to steal from d20: say, basic damage goes up at odd-numbered values, but all melee weapon min ST values are even numbers.

I did the same thing, with the OP's problem in mind. Every 3 ST bumped thrust damage by +1 and swing damage by +2. Here's a writeup.
