Ok so lets say player B is beating the monster and player A plays Friendship Potion which says no treasure no level , player may loot the room. Would player B then loot the room per the card ?

Yes, assuming it was their combat happening on their turn, and no one (including Player B) extended the combat with Wandering Monster, and they (Player B) -wanted- to loot.

Actually, nobody can play Wandering Monster to extend the combat after Friendship Potion is played. Friendship Potion ends the combat as it lets you Loot the Room as part of its resolution and you cannot do that without ending the combat.

Most other ways that remove monsters from a combat do not end the combat, but this card does.
