This doesn't look like a change to me? You can retreat behind cover, or dodge and drop reduce your distance from the center of an explosion (and thus damage).
The dodge roll doesn't actually evade the damage, it's just to determine if you get behind cover in time.

I think the chambara rules in martial arts allowed retreating out of explosions. It matches the ‘reflex save’ of various d20 based games in the genre, so it makes sense for that option to be a default for the dfrpg.

Though it does let you move. The big difference is that you wind up prone in basic set.

I can't find any quotes on the subject, but I'm fairly sure I've seen it. So my guess is that this change was made, like several other changes in DFRPG, in order to bring the rules more in line with the original intent of the Basic Set rules.
