Lots of things are legal but need to be kept secret for various reasons.
Being gay is legal, but a very dangerous secret in many places, for example.

I suppose for the dark Cabbot Cove motif, I probably should have said "siblings" rather than "cousins".

Prakash Vedala directs the local facilities of Jaivik Technologies: an India-based bio-tech transnational that situated labs and offices nearby because there was plenty of land to buy up and it was out of the way. The latter point is important because JT produces a variety of GMOs and would like to avoid becoming known as the next Monsanto. Serenity Falls is extraordinarily pretty in part thanks to the perfect lawns, shrubberies, and trees that JT has generously donated – and upscale at least in part because of JT's willingness to bring high-paid scientists to town and pay premium prices for the land it purchases.

His secret? JT outright bribes the mayor's office and the sheriff's office to look the other way when anything out of the ordinary would draw attention to JT's facilities. Prakash is party to this; in fact, he's one of the few people JT employs locally who knows anything about it.

His dark secret? JT's lush, colorful plants disperse a pollen that affects the human mind. In terrible, terrible ways. Odds are very good that if a local gives in to an abnormal psychology that might otherwise have remained dormant, it's no thanks to JT's transgenics. And Prakash, like all of JT's executives, knows this. Corporate security has already buried a couple of activists in the middle of a few hundred acres of private property. Prakash knows that as well.

His personal secret? A few locals didn't like a person of color coming to town, and let Prakash know that the first time he visited the local country club. Those locals have joined the activists.

Autumn Wright and Summer Wright are a beautiful lesbian married couple who recently moved into Serenity Falls a year ago to teach at Serenity Falls Senior High School (Autumn teaches physics while Summer teaches music). Autumn Wright is an African American/European American mix while Summer Wright is an Asian American/European American mix (Summer took Autumn's surname when they got married). When they are not teaching, they offer mentoring and support services for the LGBTTQ youth of Serenity Falls.

The two Wrights have recently become pregnant by the same sperm donor (so their children are related through their genetic father) and are scheduled to give birth in six months. A number of the LGBTTQ youth of Serenity Falls have already volunteered to help take care of the two children when they are born because of the affection that they feel for the Wrights. In addition, the genetic father, a handsome young gay doctor by the name of Frank Carrington who works at the Serenity Falls Community Hospital, has agreed to help support the two children in exchange for being part of their lives as their third parent (if anything happens to the two mothers, he will receive custody of the children).

Secret: Autumn and Summer are half-sisters, sired by the same European American father, who discovered each other when they were trying to find their father after they graduated from college four years ago. Since they did not meet until they were adults, they suffered from a very strong case of genetic sexual attraction and became lovers before they realized that they were searching for the same man. When they found that out, they stopped looking for their father because they were afraid that someone might discover that they were half-sisters (each of their mothers had died before the two of them had met, so they were safe from having their mothers discover the secret behind their relationship). They decided to choose the same sperm donor for their children in order to obfuscate any genetic similarities that their children might share because of the biological relationship of their mothers.

Dark Secret: Unfortunately for the Wrights, their father discovered them soon after they got married two years ago, and they were forced to kill him when he demanded sexual favors in exchange for keeping their biological relationship secret (there was a reason that neither of their mothers stayed with their father long). While they avoided detection by fragmenting his body and disposing the pieces in different locations over the course of two weeks, they decided to leave their home in San Francisco and moved to Serenity Falls to avoid the memory of shared patricide.

Carrietta "Carrie" Bruckner is a friendly, gentle and soft-spoken 19-year old bookworm who lives with her parents (who are both very busy corporate executives and often go of town for days on end) and works at her uncle's bookstore. She is a fresh-faced Caucasian beauty with compassionate brown eyes and shoulder-length straight blonde hair. She usually wears tidy white and black clothes with extensive ornate jewellery.

She rarely works that much, and her family is pretty wealthy, so she has lots of free time to pursue hobbies. You can usually find her socialising in the cafes, or reading books in the town library. Despite her obvious charm and good attitude, she seems to keep her distance with people, albeit passively and pleasantly.

Her dark secret is that she has discovered the secret of black magic from forgotten ancient books she found hidden in the library (or believes she does, this may simply be a delusion), and is planning on using the dark rituals she has learned to spy on people for fun. She doesn't expect to really find out anything important or exciting or dark...

Lyla Davenham is a teacher at the public high school. She's 40, but looks younger and is widely admired by her hormonal male students, something that is unbelievably uncomfortable for Jack Davenham, her teen-aged son. Her Secret is that when just starting out as a teacher, she had an affair with one of her students, and he is Jack's real father.

Josh Barlinson works part time at the local pharmacy store and part time as a babysitter for young toddlers. Families love him because he takes great care of the kids.

Dark Secret? Heck, with that small background you got your pick of at least three!

Steals drugs and sells them for profit.

Abuses the children, they don't tell because they are afraid of him.

Steals drugs to dope the children, nap time! easy money!

Sleeps with the mothers, heck, a few of the kids might be his.

Deep Dark Secret: During her junior year class trip to the big city, Diane ended up killing a man who attempted to kidnap her. The look of surprise in his face and feeling of power she felt as she drove his own knife into his chest deeply affected her; it's only a matter of time before she kills again. She's smart enough to plan things out to not get caught.

David "Davey" Elmswood is a surly loner who carries a few knives on him at all times, dressing in ratty clothes. He works as an electrician for his dad's company, and does decent work despite his rudeness and creepy looks. His few friends seem to be mostly tattooed bikers, slightly goth punks, petty crooks and other low-lives. He is in great shape, strong and tough. He is also a talented street fighter. He lives alone in a dark shack near the outer limits of town.

His dark secret is that he has hacked into the town's medical records without anyone suspecting. For now, he keeps what he has learned under his cap, but he won't hesitate to resort to blackmail if money gets tight.

If supernatural stuff is allowed, his dark secret could instead be that he doesn't sleep. That is not some metaphor. Davey has not fallen sleep in a few months, yet he is still as fresh as a daisy and his mental stability is solid. Davey has no idea why or when he started transcending the need to sleep. Davey suspects it might have to do with a gnawing sense of apocalyptic dread he inexplicably gets when he looks at a certain weird painting his sister bought and displays in her study.
