Building Hand of Glory

I was building some artifacts using Metatronic Generators and tried to emulate this one. For those, who don't know: Hand of Glory is dead human arm. If it holds source of light, then this light is seen only by one holding Hand of Glory. I don't know how to emulate it using powers. Night Vision seems not very appropriate, and I don't know which modifier I should use on Create Light to get that I need. Any thoughts?
P.S. I know that Hand was somewhere in Magic Items and ain't interested in it; it's building this thing in Powers that puzzles me.
