You could, but that makes what should be independent random values not be independent.

Not particularly, outside of rolling crit 3s, you can have a normal hit with fully independent random values.

And even for crit 3s that is easily adjustable by making the 1s result be the more crit like results.

Critical hits are the best way to handle this.
