Default "When You Gain A Level" Trigger

We were playing Harry Potter Munchkin today. There is a role card that says something similar to "When you gain a level, roll a die. If you roll a 5 or a 6, draw a treasure card face down."

My friend defeated a monster that granted two levels and tried to roll twice. I told him he couldn't do that because it was only a single instance of gaining a level, not two. He was going from level 7 to 9, not level 7 to 8 (roll) to 9 (roll again). Later, he defeated two monsters and I said he could roll twice for each separate level he gained.

It sounds like that's how it works but we had a decent discussion on this and I'm wondering what the official ruling would be.

Bearing in mind that I didn't write that card so I am not speaking with final authority about the intent, I think I would allow a roll for each level gained.
