Power-Granting Powers?
One of the most originy abilities on comics and other fiction is the power to grant other beings powers. The Great Galactic Plot Device empowers his heralds, deities grant abilities to champions, EEEvil Geniuses make monsters, etc etc.
How does one write that up? As a Modular Ability? Or as regular powers with special enhancements? Or some other method?

Several Afflictions with Extended Duration (Permanent), maybe plus Cosmic?

An affliction that grants an advantage using a variation on the wildcard powers from GURPS Supers pg 41. so it's +40% of the point value of the advantage granted. So to grant any 10 points of powers is +400% to an advantage add permanent increases it to a total +550%. So to grant any 10 point advantage "permanently" would be a 55 point Affliction (subject to a dispelling condition).
Too keep it from becoming too powerfull I'd probably make the advantage granted up to the GM not the PC using the affliction. |

Mostly, this is "Perk: allows other people to spend points", though Dominance or Infectious Attack are also viable models. In general any method of granting permanent powers should have the same restrictions as Infectious Attack when applied to other PCs.

I think this could theoretically also be covered by a metaphysical crafting system.
...Or possibly physical, using a more... Frankensteinian approach. But for official answers, I think you've got it.

I am not entirely sure myself, but if you're asking about a "metaphysical crafting system", something like certain feats from Full Metal Alchemist, such as the creation of homunculli.
For a "Frankensteinian crafting system", well... "You said you wanted to fly like a dragon, so I implanted dragon wings. Aha! I see my mistake. I should have transplanted your brain into the body of a dragon!"

Ahhhh, ok. My thoughts on something like that is as much Immediate Preparation Required and Onset as the GM will let you take to cut the costs down.
