Yes, but then, if you allow a Contact to have effective skill 24, AND you give equipment bonuses or organizational bonuses, they put the PC in the shade.

Everything said about Contacts makes it clear that they are intended to represent small-scale, specialized aid or favors, or for organizational Contacts, the services of routine personnel doing their usual jobs. They can be reliable and skilled, but they're not meant to be godlike.

But...Contacts are not organizations. And I don't see the point when the task difficulty modifiers would always match how difficult a task is for the contact.
