Default Flee Powder vs. Scroll of Depression

Hi, I'm new to the forum! Maybe y'all can help me with this one.

My brother wants at least two people to agree on the same decision before he'll be convinced.

He's fighting Thesaurus in Munchkin Bites. I played Flee Powder on him, which forces him to run away.

He countered with Scroll of Depression, which is played during any combat and makes the monster wander off.

So my question is can he use that card? I believe that I've pushed him past the combat stage and into the running stage, and so he cannot make the monster disappear anymore. He believes that as a countermove to my card, it's valid.

You are correct. He's forced to Run Away, and can't play a card to counter your card unless the card he plays specifically says it cancels a card that was just played (examples from Munchkin Cthulhu would be O R'lyeh? and Wishing Ring, the latter of which cancels Curses and Madnesses). In Munchkin, with very few exceptions, a card's effect happens as the card is played, and someone can't simply play any card to cancel or subvert that card's effect.

You don't need two people to agree because I'm one of the people assigned the duty of giving official answers.
