Split ST for centauroid creatures
I am trying to design a centaur creature ... In GURPS fourth edition how is the split TS calculated? I remember that in the third edition the strength, for example, of the human part and that of the equine part was averaged ...

The semi-canonical way would be to just buy full strength up to the humanoid body level, and then buy enough levels of [Lifting Strength+ Hit Points+ Striking Strength (Kicks only)] to bring the total up to the lower body's strength.
Notably, this comes close in point cost to buying the extra lower body strength as normal strength with the No Fine Manipulators (-40%) limitation [i.e., a strength 12 humanoid body/18 horse body centaur would buy +2 normal strength and +6 strength with no fine manipulator], which is nowhere explicitly set out as an option, but which is simple and seems intuitively reasonable.

Template Toolkits 2: Races suggests for centauroids to simply have Extra Legs (Four Legs) and, typically, the Tail feature. It later notes that, for centauroids where the upper body is markedly weaker than the lower body, you should build them scaled to the animal half and then use the rules from Modifying Beings With One or Two Arms (B53) to apply Weak to the character's arms. Personally, I dislike that approach - building the character scaled to the humanoid half and then adding on some sort of "Leg ST" trait (boosting kicking damage and Lifting ST for most purposes; I'd eyeball it at [4] or [5] per level) as well as some additional HP would likely be more appropriate.

Because if you have any sort of fine manipulators you can't claim to have no fine manipulators. My solution is in DFRPG, not GURPS, but close enough.

No, it's a limitation. What limitation value it is can be debated, but given that all of the value of the no fine manipulators limitation is for not applying to fine manipulators, I don't see why the limitation value would be any different. You're just not getting the 30 points for NFM itself.
