It's speculative future technology, we don't really know what limits it might have. Ask the GM.

But generally if you can use technology do it to adult organisms at all, I'd expect it to be possible with an appropriately engineered Proteus Virus.

Proteus viruses can do germline genetic engineering on whole living organisms acording to the rules in Bio-tech and the TL where this is possible is TL12.

Note that they are usally specifed to be "Metamorphosis viruses" at this level. The term "proteus virus" usually being used for TL10 and 11 viruses that affect limited amounts of "soft" tissue.

Then, WIll Proteus Virus able to do gengineer that is described in BT Chapter 2 at its own TL normally, except that need Species Modifications?

As written it is supposed to work. The effectiveness is a matter of setting and genre. If it is supposed to turn you into a young healthy superhuman and the genre wants that, you're in! If the genre is horror for example, maybe it doesn't work so well. Like any other superscience bric-a-brac, context is all important.

Since it is a virus, it is possible for it to enter every cell in the body and edit the DNA (heck, that is a TL8 technology for embryos and a TL9 technology for fetuses). In my mind, the limitations are that it cannot change bones (though it can add biomods, but they are not germline changes). I imagine that they could even reprogram native bacteria into symbiotic bacteria and native parasites into symbiotic parasites.

See p.191 of Bio-tech and you can have a Metamorphosis virus at TL11 because of the Heredity Chnging" option. This would cause persons affected to have children who have alterations from Ch. 2 while they (the parents) will not have such chnges.

Outside of this exception you can not do germline genineering with simple Proteus viruses.

You can do germline gengineering on embryos as early as TL8 with unspecified facilities. That would be something like a major lab or hospital probably but does not require Proteus viruses.

I didn't asked Germline Gengineering, but asked Already-Born Human Gengineering.
